cultural due diligence

The following could be the beginning of a story familiar to many housing association boards.

Two London-based associations, Victoria HA (VHA) and Albert HA (AHA) decided to merge. The merger had been discussed for almost 5 years.  The original plan called for a three-way merger but the third party had pulled out late in the merger process.  The merger was promoted as a 'Partnership of Equals'. However, there was a general perception by staff at AHA that they were being taken over by VHA.
